Storm Recovery Resources

MELS is the new DEP online licensing system that is a one-stop shop for all your Land Bureau Permitting Needs. All land applications except for Mining and Hydropower applications, must be submitted through the online license portal. For more information and supporting resources visit the MELS Hub.

Scheduling an Appointment

To meet with a DEP staff person, please call your Regional Office to schedule an appointment. If you are an applicant seeking to schedule a pre-application meeting for a project requiring a Site Law, Stormwater, or NRPA permit, please use the MELS Hub to schedule a pre-application meeting.

Land On-Call

If you have a question about State land use permitting or compliance (activities in and adjacent to protected natural resources, stormwater management and erosion control, and large development projects), please call your Regional Office on Monday, Tuesday or Thursday to speak directly with a staff member from the Bureau of Land Resources.

Office Hours

Offices are open Monday through Friday, 8:00 a.m. to 5:00 p.m. except for State Holidays. In the event of storms or emergencies, see Maine Citizen Alert System for state office closings.
